Mrs. Meloy was born on October 15, 1918, in Richmond, Virginia. She was one of three children of the late David Dance and Annie Woodward Eanes.
After graduating from the Collegiate School for Girls, she attended Mary Washington College in Fredericksburg. In August of 1941, she married the late Judge Samuel W. H. Meloy. For the next 48 years, they and their family lived at their historic home,“ Billingsley”, on the Patuxent River in Upper Marlboro.
She was a devout member of Trinity Episcopal Church, the Altar Guild, the Morning Circle, and served as a Senior Warden on the Church Vestry. Fran belonged to the Forest Garden Club, the Law Wives of Prince George’s County, and the University of Maryland Terrapin Club. She was a member of the Prince George’s County delegation to the Maryland General Assembly under Governor J. Millard Tawes, former Vice Chairman of the Prince George’s Democratic Campaign Committee, and was amongst the founders of The Melwood Center and the former Queen Anne School, located on the grounds of historic St. Barnabas Church.
Politics, entertaining, gardening, and reading were her favorite interests, but her greatest pleasure was spending time with her beloved family. Many memorable hours were spent over family dinner conversation, trips to the Delaware and Maryland shores, and University of Maryland basketball and football outings.
She is survived by her sister, Margaret Anne Noftsinger of Richmond, Virginia, two sons, William Stephen Meloy of Annapolis and Arthur David Meloy of Edgewater, and six grandchildren, Stephanie Meloy Best, Rebecca Meloy McNealey, Christopher, Ashleigh, and Samantha Meloy, and Meghan Ondrovik, and six great-grandchildren.
